TCL is geek speak for the entry window which comes up when you press the F5 key. (Y'know, the one which says "Command" in the window title.)

It is called TCL because it is a hangover from the old days when computers were controlled by terminals. When you went to a level where you could address the computer directly rather than via windows and menus you were said to be at Terminal Control Level.
